Brake lights keep going off

Wiring under steering wheel seems to be shorted or disconnected which causes the brake light to stop working

Mercury made their Grand Marquis from 1975 to 2011, so that's a lot of changes over the years. What year is yours?

I believe that is the problem. It looks as if someone just spliced some wires together under there and wrapped them in electrical tape. My car is an 06.

Without knowing the year I can't look up specific information but it's very likely there's a switch on the brake pedal itself that activates the brake lights. Look for it on either the pedal arm or a bracket right next to it. Try manually pressing the switch button and see if the brake lights work when you do. If not you may have to replace the switch. You should be able to test it out by unplugging the wires and shorting them together; the brakes with either come on or go off when you do; that would confirm the switch is dead.
