Did it stop working after it was cleaned or has it never been cleaned and has now stopped working? Not sure which it is.
Perform the paperclip test on the PSU to check if the voltages are all OK.
If the PSU is OK then to prove that the case Power button is working OK, disconnect the cable from the JFP1 header pin connector on the motherboard and connect a DMM (digital multimeter) between pins 6 & 8 on the cable plug (not the motherboard connector) to test for continuity when the Power button is operated. See p.7 & p.10 of the user guide for the location of the JFP1 header and the pin allocation respectively.
If the PSU is OK and the Power button is OK there's a problem on the motherboard
