Sony Walkman WM-FX463 Blinking E After Removing Batteries

I actually have both a Sony Walkman WM-FX453 and FX463. They do the same exact thing. I put in batteries and the display turns on and the cassette player works just fine. All the buttons/functions work, volume works, it plays tapes, the radio works. Everything appears to work. But when I take the battery out, all of a sudden the display blinks the current time, then E. It does this for at least a minute for the FX463 and its been at least 5 minutes and it is still doing it for the FX543. Here are some photos of the capacitors from FX453, dont see any leakage, damage or any bulges...

I added a video showing what the display is showing from the FX453...

And yes, I had it fully put back together with all the ribbon cables connected and still same issue.
