Burned off means that it got too hot for some reason.
The black wire in appliances is the "hot" wire, i.e. it has 120V AC on it.
The best way to find out why it got hot, is to disconnect the dryer from the wall outlet (or remove the associated fuses/trip the breakers in the house power box if permanently wired in) and then trace the wire back to where it connects to.
If it connects to the power input cable then it could be a faulty timer motor or drive motor.
Here's a link to the parts list which is useful as it has a wiring diagram for the dryer.
You can follow the black wire where it comes in on L1 (in the diagram) to see where it connects to all the components.
The heater element shouldn't be the problem as it is powered by the 120V AC voltage supply on L2 - blue wire.

Hi Karen,
Can you add a picture of the wire you're talking about? That will help us figure out what's going on with it. If it's one of the wires going to the electrical plug in the wall, it could be a serious safety hazard and in that case you shouldn't use the dryer until it's fixed.
