You can boot your IOS device into recovery mode to access a boot menu and restore it from iTunes or the Devices App.

You will want to connect the device to the recovery device and press and hold both he power and home buttons until the iPad turns off and then release the power button but continue to hold down the home button until you see the recovery boot menu. You should have a couple of options depending on your device and what recovery options/backups you have.

It's recommended to force restart your iPad first, as this might get it working normally again.
Just a heads-up: resetting your iPad will erase all your data and settings. Also, if Find My was turned on before the reset, you’ll need to enter the associated Apple ID and password afterward to get past the Activation Lock.
If you’ve got a computer, you can use iTunes, Finder, the Apple Devices app, or tools like Passixer iOS to restore your iPad to factory settings. Alternatively, if you have another phone, you can log into iCloud Find My on it and erase your iPad remotely — just make sure Find My iPad was turned on beforehand for that to work.
