iPhone will not on and icu has issues

Sam, can you explain further? I consider myself highly knowledgeable about iPhones, but am not familiar with the term "icu" with regard to an iPhone.

Please tell us what you mean by that and what kind of issues you're having with it.

What have you done to try and fix the issue? Have you tried a different charger and a different cord (or try yours on another phone to confirm they work)? Have you cleaned the charging port to be sure it is charging? Does it vibrate when you plug in the charger? Does it seem to turn on but nothing is displayed?

Also, has anything happened to the phone recently that could be related, such as being dropped, exposed to liquid or a system update?

The more information you can give us about what's going on with your phone, the better chance we can help. As it is, I'm not sure there's much we can suggest.
