Machine is out of balance even after changing suspension rods. What else could be wrong to cause this?

Check if the bias spring fitted between the top of the neck ring and the rear left hand suspension rod is properly connected.
Here's the parts list¹ for the model you selected.
Go to p.12 of 23 item #8 to view the location of the spring on the parts diagram
If it is OK, here's the service manual for the washer.
Go to p.8→p.9 to view the Diagnostics mode procedure and then check if any errors are being displayed.
¹ The parts list is for model number WL1068P1 with a product code of 93222-A. F&P produces a number of the same models but with different product codes e.g. WL1068P1 93240-A, WL1068P1 93264-A, WL1068P1 93264-B etc and they may not all use the same parts. If a part is faulty and needs to be replaced search online for WL1068P1 (insert the product code of your washer) parts to make sure that you find the correct one for your model. The product code is next to the model number located on a sticker on the back of the machine.
