This still sounds like it could be power supply to me. In my recollection (and general understanding of game consoles) there should also be a 12 V rail in addition to the 4.8V. Can you describe how you tested?

I agree. Should be 12V usually. It does sound like the power supply. Would replace this first and see how it goes!
