I also have this problem with my ROG Zephyrus M16. I also get much lower performance than I expect. I found that this was worse when the laptop lid was closed (which it often is because I use a docking station and external monitor), so I leave it open now. I feel like this is a problem with the thermal dissipation of my laptop and I am planning or reapplying thermal paste soon if I can manage it. Using the ROG "Armoury Crate" software to turn on "Turbo" mode for the fans helps some too, but its really loud. I'll try to update after a thermal paste reapplication to see if this permanently solves the issue, but using a laptop stand with a fan might be the best option for now.

You may want to verify but I think that there's liquid metal used on the CPU and GPU by the manufacturer and not thermal paste.
Not the easiest to reapply if you haven't done it before. Also if you need to clean off any residue use a lint free cloth lightly moistened with Isopropyl Alcohol 99%+ and don't rub too hard.

I appreciate the heads up. I took it to a local shop because I am indeed unsure of my ability to complete the task. They mentioned that they don't like working with liquid metal, but that they would see if it was and recommend options based on their findings. They mentioned that liquid metal can become ineffective after using the laptop in certain ways, like running it at high temperature before quickly placing it vertically in a backpack. I'll have to research that a bit more to see how valid those risks may be, but it does make me worried that I may have reduced my laptops cooling capability without realizing it.
I know something is wrong with my laptops performance, as I'm repeatedly going back to my desktop with a GTX 1660 TI to get better framerates on modern games. This 3070 TI mobile should be 50% faster than that, and I'm seeing 50% slower instead. It's been that way through multiple windows reinstalls, and I've even cleaned out the fans a few times without much improvement.
