What version OS is installed?

If Windows OS have you tried starting Windows in safe mode to see if the red border is still there?

  • Disable Graphics Debug Mode
  • Check Windows Color Filters (Accessibility)
  • Update or Roll Back Graphics Drivers
  • Check for Background Apps which can also cause this kind of issue apps like OBS, Camtasia, Loom, or Snagit add red borders to indicate recording.
