Create a Windows Recovery USB drive to check and repair (if it can) the HDD in the laptop before reinstalling Windows on the HDD.
You can create a recovery USB drive from any known working Win10 PC. All you need is a 16GB USB flashdrive and 1-2 hours of time.
In the host PC go to Control Panel > Recovery > create a recovery drive and follow the prompts.
When you have the USB, turn on the laptop and get into BIOS by pressing the Esc key and then the F10 key. Once in BIOS find the boot order setting and change it to USB as the 1st boot option.
Insert the USB flashdrive into the laptop, save the changes and exit from BIOS. The laptop should boot from the USB drive into the Windows Recovery Environment menus.
Once there go to Troubleshooting > Advanced > Command prompt.
When you're in the Command window, type¹ the following command: chkdsk C: /f /r and press Enter. Note that there are spaces between some characters in the command so it should be chkdsk sp C: sp /f sp/r (sp = space)
¹ Note: the cursor (or mouse) doesn't work in a Command window i.e. keyboard input only, so if you make a typing error use the backspace key (← key) to step back and delete the characters that have been typed and then start typing them again
It may take a while to check it all out.
Once finished hopefully you can reinstall Windows OK
