Hi!
Could be caused by multiple things. At first, this does sound like a problem with the PSU, but could also be caused by the CPU/GPU.
I would replace the PSU first and test if this is the solution or not (big chance this will fix it).

tried new power supply but same problem,not working
Then it won't be easy to fix. The best thing to do is to check the CPU/GPU and also the capacitors. Also check the MOSFET. Some more info can be found here: https://ubermicro.co.uk/product/ps5-vrm-...
You do need soldering skills to get this fixed.
