@banterangr44875 a phone touch screen works based on capacitance. When you touch the glass of your touchscreen with anything conductive, a small amount of charge builds up on the object and area you've touched as well as on a conductor on the other side of the glass. When your hands are wet and you touch the screen, your phone is unable to differentiate between your finger and water. The touch is being recognized by the touchscreen but due to the water it registers multiple touches in several places and none of those may even correspond with the icon that you want to select.
There is no real fix for it nor is one necessary. Dry your hands and keep your screen dry as well.
