Why is my passenger turn signal not working?

I have a problem what my turn signal not turning on. I have tried a new bulb and fuse but it didn't seem to solve the problem. I had a friend test the light sockets voltage and it's only at 6 volts but it needs to be at 12 volts. What would cause a problem like this?

@autumnfaktor that would mean you either have a broken wire or bad ground in the wiring harness to the turn signals. Your turn signals get the power from the Body Control Module. Also check for bad ground. Corrosion in the cable connector or the wiring harness can also be a cause for this.
