Vostro 1500 will not boot properly

The message indicates that there's no OS installed in the laptop, either due to a faulty or missing HDD (hard drive) or that there's a corrupted boot partition on the HDD
Start the laptop and then when the Dell logo appears press and hold the F2 key to get into the BIOS menus. Release the F2 key when you are in BIOS.
Once in BIOS scroll through the menus to check if the HDD is being shown as detected i.e. HDD make and model number should be seen.
If there is no HDD appearance in BIOS then either the HDD has failed or it is not there.
Here's the owner manual for the laptop.
Go to p.164 to view the procedure for how to remove the HDD. This will allow you to check if it is there or not.
If there is a HDD shown in BIOS, do you know what Windows operating system is installed on the HDD e.g. Win7, Win8.1, Win10 as this will determine how to fix the boot partition on the drive?

I did all of your suggestions and have the diagnostics twice and I am still having the same issue.
Am I missing a set of drivers or even an Operating Server?
