Hi @vivekagrawal

A blinking LOS light indicates that it is not receiving the optical signal. Given that the ISP tech's modem worked OK the signal is there but your modem doesn't recognize it.

Just verifying that you have you configured the modem by connecting a computer to it using an Ethernet cable to access the modem's menus?

Here's a video (which has a transcript below) that shows what to do.

At 0:50 seconds into the video it shows how to tell if the connection is OK i.e. Wan info > Status = Up or Down

If it is Down, follow the video for how to setup the modem and then check if the status has changed to Up.

If it is Up already, follow the video for how to setup the modem to check that it has been setup correctly.

Did the technician check the settings in your modem to see if they were OK? Very strange if they didn't do this. If they did then the modem is faulty.

As you have already performed a reset, check if there's a firmware update available for your exact model and hardware version, and if there is try updating the firmware and check if that fixes it. If it doesn't then it's a hardware problem which will be difficult to fix as there are no schematics available online or at least none that I could find.
