Why is my cd driver reacting when power on?

I need some more details here. After you turn on the laptop, does it continue spinning and making noise until you turn it off? If this is the case it's most likely either:
A. Sending a signal to the computer that a disc is in the drive and spinning it (some switch of some sort is broken)
or
B. A software bug is putting out a "disc in drive" signal telling the drive to spin
If it spins for only a couple of seconds when turned on, it's probably just checking to see if there are any discs inside. Do give more details like the make and model number of the laptop if possible.
