MAximus IX Hero PCH question

Does the PCH controll the flash bios USB slot? I ask because I have a maximus IX Hero that powers up but wont boot or do anything else for that matter. I successfully flashed the bios through the Flash Bios slot so I know that works at least. The CPU and PCH get warm but thats it. I ask because if the USB slot is controlled by the PCH then the PCH is probably ok.

What CPU is installed on the motherboard?

What Q-LEDs (if any) are showing on the motherboard when starting, trying to boot the PC -see p1-13→p.1-14 (p.29→p.30 of 112 pdf) of the manual
