Just verifying that you've tried pressing the Vent fan button on the control panel a few times to see if it worked OK i.e. once for boost fan speed, twice for high fan speed, a third time for low fan or a fourth time for off as described in the owner manual and it didn't work at any speed?
The vent exhaust fan is controlled by a thermostat (GE part # WB27X709), so presumably the fan only operates when the temperature in the oven is above the thermostat's set operating temperature but maybe not.
I can't find the mini manual (wiring diagram - GE p/n 31-30788) for the oven online which would help to show how the fan is controlled, but according to this GE article it may be behind the oven's control panel.

Be safety aware when working in microwave ovens. The HV capacitor in the oven can store >5000V DC for months, even if the power to the oven has been disconnected for this length of time. This amount of voltage can seriously injure you.The HV capacitor needs to be correctly discharged as soon as it is accessible after the oven's cover has been removed and before any further work is done in the oven
