If you have purchased an iPhone that is Activation locked you will be unable to access the iPhone without the previous owner unlocking the iPhone from their account. Unfortunately there is no way to remove the activation lock from a device without previous owner releasing it from their account.

The most straightforward and simple way is to enter your Apple ID and password. But if you see the “Unlock with Passcode” option, you can tap it and enter your device passcode — this is especially helpful when your Apple ID is locked. If neither option works for you, you can try submitting an online request to Apple to remove the iCloud Activation Lock.
