Need help diagnosing issue where displays fail to start up

Hello, i have a Valve Index headset that refuses to start up properly. When first plugging the headset in, the displays will briefly flash 3-4 times until finally SteamVR gives up on trying to turn them on and i get a "display disconnected" error. This is not a cable issue as i have tried a brand new replacement cable directly from valve.

Interestingly, i can get the headset to turn on and work normally in linux. Xrandr has no problems seeing the index as a connected display. There is one detail that could be a hint as to what's happening - in linux the display will only turn on if the brightness is set below 60% so i'm assuming this has something to do with the backlight triggering some overcurrent protection on the motherboard causing it to shut down when attempting to start the displays at full brightness. Simply moving the brightness slider in steamvr above 60% will also cause the displays to turn off.

Any hints as to which component on the motherboard is causing this would be appreciated. I have checked the chip ID page but apart from the backlight driver ICs there are multiple other components that could be at fault here and there are no available schematics to go by.
