Blue wheel detached for Frigidaire FPID2498SF2A Dishwasher

Have you tried positioning the fastener in the centre of the blue wheel so that it is over the white locking mechanism in the arm and then turning the fastener to see if it locks the wheel into place?

if it doesn't lock into place, post an image of the underside of the blue wheel i.e. show underside of fastener as it may be that whatever is used there to lock the wheel into the white locking mechanism has broken off

If it won't lock into place as the blue wheel is part of the lower spray arm and it is one complete unit i.e. no individual component parts are available for it, you may have to get a replacement arm.
