You can unlock the Dell OptiPlex 7010 BIOS by clearing the CMOS power off, remove the CMOS battery for a few minutes, reinstall it, and power on.

Unfortunately clearing the cmos power does not clear the BIOS password.

It will restore the user definable settings back to their factory default condition, but not the password.

To do this you either need to find the correct BIOS.bin file for the motherboard and reflash the CMOS IC or contact the manufacturer and hopefully get them to do it.

You could try the method as shown in the 1st answer above, but don't be surprised if it doesn't work
