Dell Dimension has no power

I'm having the same problem. My system will not turn on. Replaced the power supply. Still will not power up. Could this be a bad power button? Any help is appreciated. Thanks!

Here's the service manual for the PC.

Select the Advanced Troubleshooting link on the Contents page and then check which diagnostic lights and their colour are turned on, on the back panel.

If there are any on, then depending on the colour combination, it represents a code showing what the problem may be.
