FM radio on a mobile phone uses the wires of your headphones or earbuds as an antenna to pick up OTA radio signals.
You don't need an internet connection.
This of course depends on whether the phone has an FM radio chip on board or not. You also need to install an app to gain access to the chip to listen to the radio.
As you said there's conflicting information regarding whether your phone has this feature or not. Easiest way to verify is to download and install a free radio app, plug in a set of headphones and check if you get radio or not. It may be that the app won't install as it cannot detect the FM chip to connect to. Not 100% sure of this though.
Search the Play Store for radio apps (examples only) to find the one that you prefer.
