ps4 slim wont fully power down

ok so probably a week ago now my controller died and wouldn't recharge and it took me couple days to get new controller finally gets one then tries to connect to game but it won't connect looked up instructions it says turn system off reset controller and plug in and start system then press ps button so i held power button till i heard 2nd beep screen said system powering down and the power button will start blinking white for like 5 mins then turn blue and start back up same thing happens if i unplug it when i plug it back in it turns itself on i tried letting it turn off from inactivity it just restarts up again also when i hold the button while blue light is on it opens up a menu that allows me to use my controller but only in that menu

update: i just completely factory reset my system and still remote wont pair with system and system won't power down
