Why are my refrigerator and freezer not cooling properly?
Both refrigerator and freezer are cool/cold at the bottom but warm at the top. What is causing this?

What is the full model number of your refrigerator? Asking just in case replacement parts are required so as to link the correct ones.
Can you hear if the evaporator fan is running? It will be running as long as the compressor motor is operating. It is located inside the freezer compartment behind a panel.
The fan will stop when a door (either door) is opened and start again when the doors are closed. The compressor will keep on running when the door is opened.
Do not confuse this fan with the condenser fan, which is located outside, under the compartments near the compressor motor, as it can run regardless of the doors being open or shut.

Insure the circulating fan isn't blocked by something. It will be behind a grill of some sort, and as jayeff notes, will turn off when the door is opened, so visually inspect it.
