Why is my xbox 1s not entering pair mode?

It's refusing to enter controller pairing mode.

Is the Xbox up to date? If yes, what happens when you try to sync the controller? Does the light flash? If yes, then it's possible that there is something wrong with the bluetooth. If not, it could be the button it self.
