Down on D-pad doesn't work anymore

The down direction on my Game Gear's D-pad doesn't respond anymore, when I took it apart and actuated the button with a paper clip I could hear the speaker crackling (none of the other directions do this), which has me thinking something's redirecting the button's signal to the audio output. Has something been damaged (like an IC), and is it something I could fix?
