This could be a lot of things to be honest!

Easy things first, did you removed the SD card and tried again?

Did you repaired the 3DS recently?

Did you tried to enter the recovery boot menu by turning on the Nintendo 3DS while holding A+R+L+Up(DPad)?

Here you can also update the 3DS if it shows you something.

I tried this a it does not work but the hinge sounds weird so I will try to replace it
