My controller turns off after a few seconds.

My xbox one controller model 1708 will turn on and connect to the console then power off. I also noticed if the batteries are removed or left in and plugged into the USB port on the console, The controller will not power on. I'm Unable to update the controller. I've got brand new rechargeable batteries, fully charged and working. I have the aptitude to perform repairs looking for assistance with diagnostics. I've already tried to power cycle the console and pair the console/controller. I have also tried any other tips, I've found. I am thinking I've got a short circuit causing the controller to power off.
