2 major stutter issues while loading new areas in games
so, ive had this pc for a year and i decided to upgrade to a better gpu but, i it keeps stuttering when loading new areas while playing black myth wukong and its not enjoyable
my build
CPU: i5-13400f
GPU: xfx swft 309
RAM: 32 gb of ddr5 ram XMP at 5600mt/s
MOTHERBOARD: b760c m rev 1.0
STORAGE: PNY M.2 SSD 1TB
please help me, ive tried installing different ram reseating cpu, installing new drivers, havent clean installed windows yet but have in the past, and i cant seem to figure this out.

What is the PSU wattage?
The specs for the GPU card state a minimum of 650W is required.

Is the problem only when gaming or also when just web surfing etc as well?
If gaming only is it just on this one game?

What is the make and model number of the previous GPU card?
If it was an Nvidia card did you uninstall all the Nvidia drivers and applications from the PC?
If not try uninstalling them and then reinstalling the new GPU card drivers
