Error 16 means the console can't load its dashboard.
The HDD is locked with an EEPROM code, for the original Xbox. You can't just swap it. The code on the motherboard must match with the HDD it's code.
If your original HDD is broken, it could display the same 16 error.
There is a way to get the code from the motherboard, but you do need the proper tools to get the code > Guide: https://www.youtube.com/watch?v=uzrljlHD...
Also, you need to get Xbox it's software installed on the new HDD before you can put it in again.
When it's modded with a modchip, you can put in any drive you like. *software does still need to be installed* (make sure the new HDD is unlocked), afterwards you can lock the new hard drive with the motherboard it's EEPROM code. Some unofficial applications can retrieve the code from the motherboard and lock the new HDD.

I can't help you with the modding part unfortunately... But those are the only ways to get your Xbox ready with a new HDD.

Alright, the console isn't modded right? This means that it won't load anything as the hard drive is probably unlocked at the moment. Did you used a SATA HDD with the 80pin IDE cable? If the new drive is also a IDE drive, then please use the 40pin IDE cable. I think there is something wrong with the IDE cable at the moment. Anyway, even when you replace this one, it still won't be able to boot and you will probably get the 05 error instead. Or did you locked the new HDD with the same EEPROM code from your motherboard? If this is the case, a new IDE cable will probably work and you won't get an error. If the HDD is still unlocked, it won't work if the console does not have a modchip. A softmod still require you to have a locked HDD with the correct EEPROM code. So you either need to extract the EEPROM code from the motherboard or have a modchip installed.
The new drive is locked with the same code and I am using a sata hdd with an 80 pin cable, I've tried 2 different cables, I broke one trying to close the console and the other one gives the error, I'll try get another one
Alright! As longs it's locked with the same code, your good to go! Yes, for an SATA drive you do need the 80pin IDE cable. As the cable is giving the same error for both HDD's, it's probably the cable. Also be sure that the cable is compatible with the Xbox (and HDD). Most 80pin IDE cables are.

Error Code 16 Explained: This error occurs when you run into a generic error while trying to set your internal clock.
How to solve Error Code 16: To fix this, start the Xbox with the Eject button if your console supports dual-boot. In case it doesn’t, but your system is modded, you can also try booting into AID or Slayers from your PC and then trying to install the stock dashboard on the console’s C: drive. If that doesn’t help, find someone who has a working Xbox, and plug in your HDD to the working system to reinstall Microsoft stock dashboard. Once your console is back working again, make sure to softmod your console to the latest version to avoid something like this happening again.

I saw the eject thing before and it didn't work and I don't know anyone else who has an original xbox so I can't try that
Error 16 can be caused by a few factors. The simplest being that the motherboard and HDD between them have no time reference. This could be as simple as needing to add the time to the HDD and by moving the HDD over to a hardmodded console with the time still stored. A Hardmodded Xbox with XBMC4Gamers for example has a clock that will drag the time from having the Xbox connected to the internet.
However it could also be caused by dashboard corruption, whereby, transferring the drive takes the error code with it. You move the hard drive, the other Xbox goes error 16 also. This is when its dashboard corruption. For this you would need to use FatXplorer to re-format the drive and attempt to re-add the original Microsoft files.
In the event you don't have a hardmodded xbox to transfer the files, it will be simplest to just assume the HDD is corrupted and maybe consider replacing the drive. If you can connect the HDD to your PC (and there are adaptors for both IDE and SATA that will work that connect to USB) you could run a drive scan to try to figure out if the drive is past its sell by date.
