Starters engage and disengage with a flywheel gear. Starters either have a built in solenoid or an attached one. The battery pushes out the bendix by activating the solenoid using 2 coils. When fully engaged, a switch is activated that supplies power to the starter and opens one of the coils so only one is holding it engaged. Since you hear a click, the solenoid is activating. However, one coil may be open and therefore the solenoid does not fully engage the bendix, or activate the switch. OR the switch is activating and you have a bad starter.
