Replaced Battery and reset SMC, still will not power on

Bought the laptop second hand, was told the battery needed to be replaced. Replaced it, still wont power on. Tried resetting the SMC, no luck. What would the next step be in figuring out why it won't turn on?

Open the case, turn it on with and without the battery connected, is there any fan spin?

Check again all the cables are connected fully, try again.... if still nothing, likely a short on the board.
