Why does the new battery measure 0,0 volts?

I got a second new battery and again it measures 0,0 volts on the pins that connect to the macbook?

The new battery should measure 11,4 volts.

Can I conclude the battery is faulty?

no. quite opposite. cheap knock-off batteries will show you output all the time which means they are dangerous to install and use.
battery only outputs voltage if its SYSTEM_DETECT pin is connected to ground. also since 2018 all macbooks require an active voltage supply to activate the battery which means if you connect the battery it wont output voltage untill you connect the charging cable (whis will turn on transistor which will be kept on by battery afterwards)
if you cant test it in device you can emulate that by shorting pin 1 on bmc data flex cable to ground, so basically short first and last pins on bmc flex cable and measure battery voltage.
fully discharged battery wont show output but it will accept charge if it is connected to logicboard.

OK I will try it.

The battery somehow is not charging.

I don’t feel the charger getting warm.

I’ve measured the voltage on the pins from the logic to the battery and, when connected to a charger and not to the battery it fluctuates between 12 and 2 volts.

I conclude the logic board and usb-c controller work.

Will update findings of the bmc cable first and last pin short.

Any other tips to pinpoint failure?

@stevens57079 well, fluctuating 0-12V means that charging circuit is trying to wake the battery if its completely depleted. is battery visible in System?
