Do I need a special scan tool after replacing my ECU/ECM
I was told after replacing the ECU you need to take it to the dealer to reprogram the new one. is this true?

The simple answer is yes, an ECU on this vehicle is not plug and play and will need both a certain level of Scanner ( Out of most peoples budgets) and program. That being said how did you determine the ECU / ECM was bad. What steps were taken to prove the fault that led you to replace the ECU/ECM if you did not take it to the dealership.
You might locate and independent repair shop that has the required tools and knowledge to do the programming for a better price then the dealer.
Just asking was this a shot in the dark kinda thing?
Cheers,
Monte
