@llaraweaver use the HP Spectre X360 13 Convertible PC Maintenance And Service Guide Page 35 will tell you how to work on the fans. One of your fans may just be clogged with some dust etc. Cleaning it and reevaluating would be the first step. If you find that it looks okay but still does not work right, then I would go ahead and replace it since this may be an actual issue with the fan/motor and you would not want to chance an overheating event.
