I bought one of these cameras (Powershot SX60 HS) on ebay, and mysteriously it is missing just the front metal ring of the zoom assembly (the part engraved with 16.1MP, 65x, and "ultrasonic")? Where might I find just this part (I don't need the whole front assembly).

If you can't find one then perhaps purchasing the parts list for the camera, may be an option to consider.
Hopefully, along with its Canon part number there's an image of the part that will help to positively identify it as the one you need,
If it is shown etc, then search online for Canon (insert part number) to hopefully find suppliers.
Don't be too surprised if it does show up in a search but it is listed for a different camera model. This may be due to the seller not knowing that it is also compatible with your model and therefore it is not showing this.
