Pre-Loaded HDD with OS 9 Question

I have this iBook G4 sitting here with a new hard drive installed. The hard drive has an installation of OS 9, but it seems like the iBook does not like it at all. All I get is a question mark and Finder logo blinking back and forth on the screen...what the heck is going on? Do the G4's even read an OS 9 installation, or can you only "run" OS 9 using OS 10.4's "Classic" mode?

I'm no where close to a Mac software expert, so this puzzles me.

The iBook will not boot from System 9. You are correct, the G4 iBook only runs 9 in Classic Mode. Boot up from your System 10 disk by holding down the "C" key with the disk inserted and install System 10.
