I've tried reseting and it scrolling through the menus. Am I missing something or is it just broken?

Almost certainly a problem with the connection between the flex cable that goes to the motherboard and the etched electronic circuits on the glass (on televisions it's referred to as a TAB error). Unfortunately not repairable; you'll need to replace the screen to fix that.

I've never seen this issue before so I'm inclined to believe you're right. However, I think it's still worth re-seating the ribbon cable as a simple troubleshooting step.
