Over-heating at start-up

My Xbox 360 within minutes of being turned on, will pop-up the over-heating notice and shut down. The red light in the middle of the power button will blink for about a minute before completely shutting off. It will go thru this process 4-5 times until the fan makes a really loud noise, after that it turns on and works fine. How can I fix this?

has it ever been cleaned out internally? More than likely it is clogged up with 10 years of dust and stuff. First step I would do is clean it out and redo thermal paste.
