If you mean that you wish to insert a SIM card in the laptop and you can't because there's no WWAN module to insert it into, here's the maintenance and service guide that will help

Go to p.42 to view the procedure to remove/replace the WWAN module.

At the top of p.44 are the HP part numbers for the WWAN module kit. You will need the kit because it includes the cables (antennas) that are necessary for the module to work. Search online for the part numbers to find suppliers that suit you best.
