Could this be the blower motor resistor? Might be worth visually inspecting it, I had a similar problem on my Chevy Trailblazer and the connector was visibly melted.

Yes, likely the resistor. I had no 3rd level, it was same as second level. Resistor had a burnt out winding. Easy fix, it lives on the blower housing in engine bay.

Could also be the switch itself, but fan motor speed resistor is most likely. Start there.
