Yes, indeed the lens covers can be replaced on your phone; they are available separately from the rear cover. Here's an example I ran across that should work.
With these the best bet is to remove the rear cover of the phone then clean out all the old glass from the original lens covers. Get the glue off with some isopropyl alcohol and stick the new covers on.
Alternatively if you wanted to spend a few more bucks you could just replace the whole rear cover as one piece; I found one for about $9 USD. You have to remove the rear cover in either case; this way you can just pop the new on one and you're done.

Be sure and check any parts you buy against the actual model number of your phone; I see both Galaxy A54 and A54 5G being mentioned, but I can't tell if those are the same phone or not.
Anyway, I found a guide that may help get the rear cover off; it's actually for battery replacement but if you just follow the first step that'll get the rear cover off, which is all you need.

No actual glass is broken anywhere. THE BACK PHONE COVER has bubbled out along the 2 long sides and is not making contact anywhere. Will this back release completely and then be able to reattach with new glue?

@kaykayholmes, I would say yes, you can almost certainly reglue the rear cover if it's coming off. However, be aware that those parts don't usually come off on their own; there's a reason that's happening that you'll want to address.
The most common reason for the back coming of on its own would be due to a swelling battery pushing it out from the inside. So yes, you'll want to remove the back, but once it's off, check the battery carefully. It should NOT be pillowy or soft anywhere; the outer wrap should be solidly against the flat sides of the battery. If it's puffy at all it needs to be replaced, as it will only get worse; theoretically it could eventually result in the battery catching on fire so it's vital you stop using that battery immediately.
Before you start, order up a sheet of precut adhesive for the rear cover; they're available everywhere, including sites like eBay, Amazon and AliExpress.
