Dishwasher not cleaning top rack. Possibly keeps draining, not filling

Hi. I have a Maytag dishwasher, Model# MDB4949SDM3. The top rack isn't getting clean nor is it getting water up there. I think it keeps draining as I'll open mid-cycle and think the bottom should have filled up after about 30 mins and no water is on the bottom. The detergent capsule is down at the bottom though. I've taken it apart and cleaned it out. But still not clean on top. Any thoughts as to what's happening?

Run the service diagnostic cycle as shown on p.6 and check if any error codes are being displayed.

The error code meaning and the possible causes are shown on p.7→p.12.

If there's a faulty part, here's a part supplier's parts list for the dishwasher that may be useful.

Search online for the manufacturer's part number of the required part (not the part supplier's part number) to find suppliers that suit you best.
