Measure resistance of clutch coil. It should be very low, around 3 ohms. If it's open, the thermal fuse is blown and not a diy repair with some epoxied permanently. With ac turned on, the power wire to the compressor clutch coil should be battery voltage. If the connector is a two wire configuration, measure power to its ground wire and to engine block ground. 70 psi is well above the pressure sensor value to allow power to the compressor. If damage occurs with refrigerant loss, standby pressures below approximately 40 psi will be detected by the pressure sensor, sending a disable signal to the ecm to disable power to the compressor. Loss of refrigerant means loss of lubricating oil. If allowed to run with loss of refrigerant, the compressor will self destruct.
