How do I fix my driver side seatbelt?

For some wierd reason, the driver side seatbelt is broken and won't unbuckle. The car is used and it has one of those pieces of plastic to stop it from beeping, but it's for some reason stuck and it won't come out, it doesn't seem to click when I press the button to remove it.
