Fuses blow because the current passing through them exceeds their current rating.
If the vacuum cleaner is blowing fuses there is most probably a short circuit connection somewhere between the cleaner's power cord plug and the motor in the cleaner.
This could be in either the cord, the on/off switch, the wiring inside the cleaner or the motor.
You would need to have a DMM (digital multimeter) to find out where the problem is so that it can be fixed.

The problem may not be with the vacuum cleaner. A Hoover uses a 12 amp motor. The plug can not exceed 15 amps. If other appliances are on the same circuit as the vacuum cleaner, it will blow a fuse. Try different plugs.
