No display, no chime, slight fan spin

My MacBook won't start at all. There is no screen backlight and no sound. I can't tell if the fan is working or not: I have to physically turn it for it to spin. If I don't touch the fan at all, it still does noise even if its not spinning. I also noticed that the bottom left and the bottom right of the logic board heat up. Only the smallest of the three visible chips (I guessed the CPU, GPU a SMC chips, but I could be wrong), the SMC chip (again, correct me if I'm wrong) heated slightly. Also, the only way I could turn off the computer was by unplugging the battery. No caps lock light either. This happened all of a sudden. A couple of days before, I used it for the first time in a while. It worked great until yesterday morning after letting it charge overnight. I never spilled anything on it nor have I damaged the machine in any physical way since I first got it in 2019. Still a lot of dust accumulated on the logic board itself. I already tried resetting the NVRAM and SMC, running the logic board with nothing plugged except the battery (had to connect and disconnect the keyboard),swapping RAM sticks, power cycles and cleaning all the dust off the board. It still, upon pressing the power button, only runs the fan at very low voltage and turns the bottom corners of the logic board almost burning hot. I don't know if I'm missing out on something very simple, or If it's a hardware issue that I can't fix on my own. Is the logic board dead?
